Bill M. Halkias, PE, is the President of “HELLASTRON” (HELLENIC ASSOCIATION OF TOLL ROAD NETWORK) formed by all toll highways operating in Greece. He is the Managing Director and CEO of ATTIKES DIADROMES SA, the Operating Agency of Attica Tollway (Attiki Odos), in Athens, Greece. Currently 2nd VP of ASECAP, the European Toll Road Association, elected to serve a four year term on the BoD (Executive Committee) subsequently moving up to the positions of 1st VP and into Presidency.

With thirty five years of experience, the first fifteen in the USA and the remaining in Greece, he is specialized in transportation and road infrastructure works. He has completed his Bachelor Degree in Surveying Engineering (1981) at the National Technical University of Athens (NTUA) and his Master’s Degree in Civil Engineering (1984) at the New Jersey Institute of Technology (NJIT), USA.

Past President of the Hellenic Institute of Transportation Engineers (H.ITE), a member of the Technical Chamber of Greece and a Licensed Professional Engineer (PE) in eight US states. Fellow Member of both the American Society of Civil Engineers (ASCE) and the Institute of Transportation Engineers (ITE) has  served as Member at the Board of Directors of the International Bridge Tunnel Turnpike Association (IBTTA) and as Member of the Freeway Operations Committee of the Transportation Research Board (TRB).
