EU commission proposes targeted tolling amendment
The European Commission has presented an amended proposal to clarify and simplify certain provisions of its legislation on road tolls and user charges, known as Directive 1999/62/EC or the Eurovignette Directive.

The update reflects the latest legislative developments in regulating CO2 emissions for heavy-duty vehicles while maintaining the original objectives of the directive.

The proposal aims to provide greater legal clarity and certainty, helping national administrations and businesses understand their rights and obligations more clearly.

It supports the goal of a consistent and high-quality EU legal framework and reinforces the principles of ‘polluter pays’ and ‘user pays’, allowing road charges to reflect the environmental performance of vehicles and encourage fleet renewal that reduces the environmental impact of road transport.

The proposal will now be considered by the European Parliament and the Council under the ordinary legislative procedure.

Directive 1999/62/EC governs tolls and user charges for road infrastructure across the EU.

Its recent amendment, Directive (EU) 2022/362, introduced measures allowing road charges to be adjusted based on vehicle CO2 emissions, further strengthening the link between road pricing and environmental performance.
