Toll reform for commercial vehicles

EU law doesn't require Member States to charge for road use, but when a Member States does charge or toll, it must follow the Eurovignette Directive. This directive has just been revised. While governments with toll roads under concession have been given more time, most Member States must vary truck tolls by CO2 emissions by 2024. Similarly, most Member States will need to charge trucks for air pollution by 2026. Also from 2026, vans and minibuses should pay based on environmental performance where tolls are applied. This presentation will explore options to implement the Eurovignette revision, with a particular focus on getting zero emission (electric and hydrogen) trucks on the road without delay - a key step to cut oil use and emissions.
