New Electronic Tolling System in Poland

Biography

He is currently Program Manager for  and Project Manager of United Nations Economic Commission for Europe Trans European Motorway North-South (TEM) Project. Within UNECE he also chairs a Group of Experts on Benchmarking Transport Infrastructure Construction Costs and is a member of a team working on the report concerning Mobility as a Service.

From 2009 up to 2017 he served as Deputy General Director of National Road Authority in Poland. In 2017 he worked also for EBRD project in the Republic of Belarus with project “Belarus Road Sub-sector Reform Support” together with iMC Worldwide.

Within his work for polish National Road Authority he was responsible for Electronic Tolling System supervision, management and development. He also implemented Performance Based Strategy in terms of road maintenance, supervised preparation of National Traffic Management System. This allowed to begin deployment of comprehensive change of business model of polish NRA towards Asset Management model.

He cooperates with Technical University in Warsaw and Warsaw School of Economics. He is also a road expert of Transport Group of NATO.

He is MA in International Relations and has post-graduate studies in Public Relations. In 2010 he took part in the program of US Department of State – International Visitors Leadership Program and in 2015 he obtained diploma of MBA. In 2016 he was graduated by Leadership Academy Poland, which is a program carried out together with Harvard University professors.

He likes classical music and plays piano.
