Samuel Kenny works as part of the Freight & Climate team at Transport & Environment (T&E); specialising in road charging, freight transport, and infrastructure spending. T&E have worked on infrastructure charging for over two decades; advocating for road tolls to be used as a mechanism for reducing the external costs of transport. The 2017 review of the Eurovignette Directive will be the first time that Greenhouse Gases are explicitly mentioned. Samuel will speak about the future role of European tolls in addressing the rising concerns about air quality and climate change.
