Biography

Scot Urada is responsible for the receipt, application, obligation and expenditure of all Federal Highway highway funds for Hawaii DOT. He provides financial oversight, drafts procedures and policies in the areas of finance, program and project implementation, and subrecipient oversight. In the RUC arena, he currently serves as a Hawaii’s RUC West Steering Committee representative and is the project manager for Hawaii’s Road Usage Charge Demonstration project (HiRUC). He graduated from the University of Hawaii at Manoa in Civil Engineering and has over 34 combined years of design, construction, transportation financing, and environmental engineering experience.
